    7月16日，救援人員用船只將被困群眾和財產轉移到安全地帶。當日，記者從湖南省鳳凰縣防汛抗旱指揮部了解到，由于暴雨和洪水持續(xù)，受災人數迅速上升，受災面擴大。記者在現(xiàn)場看到，16日鳳凰仍然持續(xù)降雨，目前縣城洪水尚未退去，古城大部分仍浸泡在水中，當地政府組織了武警、公安、消防和民兵在內的1200余人救援隊伍參與轉移，許多群眾也自發(fā)加入到救援之中。來自鳳凰縣防汛抗旱指揮部的消息顯示，全縣有24個鄉(xiāng)鎮(zhèn)19.6萬人受災，臨時緊急轉移近12萬人，倒塌房屋65間，受災店鋪近4000家，農作物受災面積8.6萬畝。新華社記者白禹攝
